The Zamfara State House of Assembly has declared the seat of Hon. Aliyu Ango Kagara, the member representing Talata Mafara South Constituency, vacant due to persistent absenteeism.
Reason for the Decision
In a statement issued on Tuesday by the Assembly’s Chief Press Secretary, Bello Kurya, it was revealed that Kagara attended only 21 out of 180 sitting days, violating the Nigerian Constitution and the standing rules of the House. The decision aligns with Sections 101 and 109(2) of the Nigerian Constitution, which mandate consistent participation in legislative duties.
Motion and Deliberations
The motion to declare Kagara’s seat vacant was presented by the Majority Leader, Hon. Bello Muhammad Mazawajje Tsafe, and seconded by the Deputy Speaker, Hon. Adamu Aliyu Gummi, during a plenary session.
Hon. Tsafe emphasized that Kagara’s absenteeism undermined the legislative process, while other lawmakers, including:
- Hon. Kabiru Mikailu Dangulbi (Maru South),
- Hon. Rilwanu Marafa Nagambo Anka (Anka),
- Hon. Ibrahim Garba Liman Fegin Mahe (Gusau II), and
- Hon. Adamu Aliyu Gummi (Gummi II),
voiced unanimous support for the motion, stressing the importance of adherence to constitutional provisions.
However, Hon. Halliru Kuturu (Zurmi East) urged the Assembly to consider alternative disciplinary measures rather than declaring the seat vacant.
Failed Attempts to Resolve the Issue
The Assembly disclosed that before taking this step, several committees were established to engage with Kagara and resolve the matter amicably. Unfortunately, all attempts to address his absenteeism were unsuccessful.
Speaker’s Remarks
Speaker Bilyaminu Moriki announced the final decision, stating:
“The action was taken in strict compliance with Sections 101 and 109(2) of the Constitution, which provide clear guidance on such matters. Hon. Aliyu Ango Kagara’s continued absence left the House with no alternative but to declare his seat vacant.”
Kagara’s Role in the House
Kagara, a member of the All Progressives Congress (APC), previously served as the Minority Leader of the Zamfara State House of Assembly before his seat was declared vacant.
This action underscores the Assembly’s commitment to enforcing discipline and upholding the integrity of legislative proceedings.
