President Bola Ahmed Tinubu has appointed Admiral Ibok-Ete Ibas as the Sole Administrator of Rivers State following the suspension of Governor Siminalayi Fubara and his deputy, Ngozi Odu, for six months.

The decision comes amid rising political instability in the state, prompting the declaration of a state of emergency. Admiral Ibas, a seasoned military officer and former Chief of Naval Staff, has been tasked with restoring order and overseeing governance during this period.

Who is Admiral Ibok-Ete Ibas?

Admiral Ibas, born on September 27, 1960, in Cross River State, has a distinguished military career spanning over four decades. He enlisted in the Nigerian Defence Academy (NDA) in 1979 and was commissioned as a sub-lieutenant in 1983.

He holds a Master’s degree in Defence and Strategic Studies from Quaid-i-Azam University, Pakistan, and has completed various advanced military courses, including:

  • Sub-Lieutenant Technical Course (India)
  • Primary Pilot Training (Nigeria)
  • Amphibious Warfare Course (USA)
  • Underwater Warfare Specialization (Nigeria)
  • National Defence Course (Pakistan)

Throughout his career, Ibas served in various capacities in the Nigerian Navy, holding key positions such as:

  • Chief of Logistics, Naval Headquarters
  • Flag Officer Commanding Western Naval Command
  • Chief of Naval Staff (2015–2021)

Following his retirement from the Navy in 2021, he remained active in national security and maritime affairs.

Rivers State Crisis and Ibas’ Appointment

Ibas’ appointment follows the political crisis in Rivers State, which led to the suspension of Governor Fubara and his deputy. The Emergency Rule has been backed by the Rivers State House of Assembly, with assurances of cooperation with the new administrator.

As Sole Administrator, Ibas is expected to:

  1. Stabilize the political situation
  2. Ensure law and order
  3. Oversee governance until the emergency period ends

His extensive military leadership experience and background in security operations position him as a strategic choice for managing the crisis in Rivers State.

The appointment has sparked mixed reactions, with opposition parties questioning the constitutionality of the emergency rule, while supporters argue it is necessary to restore stability in the state.

What Next?

With six months of emergency governance ahead, all eyes will be on Admiral Ibas to see how he navigates the crisis and ensures a peaceful transition back to democratic governance in Rivers State.
